Fiscal Session Ends with an Override to Governor’s Veto


We wrapped up the Fiscal Session of the 89th General Assembly on Wednesday by voting to override Governor Beebe’s line item veto of Section 16 in HB1048, and elected Rep. Jeremy Gillam of Judsonia to serve as the next Speaker of the House.

HB1048 is the appropriation for the Department of Finance and Administration Revenue Services Division and Section 16 of the bill clarifies that sand and other granular substances used to drill for oil and natural gas are classified as equipment and are exempt from sales tax. This is consistent with a circuit court ruling on the subject and will provide the guidance to the executive branch regarding ongoing and future collections activities. The House voted 55-41 to override the Governor’s veto.

The Beebe Administration has stated this may impact the 1% cost of living adjustment (COLA) we budgeted for state employees for the next fiscal year but this is unlikely given current revenue.

I am excited at the election of my friend Rep. Jeremy Gillam as Speaker-Designate. Jeremy is serving his second term in the House where represents District 45, which encompasses part of White County. He has 15 years experience in running businesses from railroad construction to fruit farming in addition to his legislative service.

Rep. Gillam currently serves on the House Judiciary Committee, the Agriculture, Forestry, and Economic Development Committee and the Arkansas Legislative Council.  He is chair of the House Management Committee and co-chair of the Health Insurance Marketplace Oversight Committee.  Gillam attended Arkansas State University in Beebe and received degrees in criminology and psychology.

He has served on the White County Farm Bureau Board of Directors, the ASU Beebe Development Council, and the USDA Fruit and Vegetable Advisory Board. Mr. Gillam has been recognized with several awards from the Arkansas Farm Bureau, and in 2010, he was a runner-up for the American Farm Bureau’s Young Farmers and Ranchers Achievement Award.

The people’s House will be in good hands during the 90th General Assembly under the management of Speaker Gillam and his leadership team. I’m looking forward to my role on that team.
