Deputies were dispatched to a residence on Ruby Lane near Mena in reference to a vehicle parked in the road.
Richard Ingram, 61, of Mena was arrested on a Failure to appear Warrant and a Bond Surrender.
Gilberto Cruz, 44, of Fort Smith was arrested by an officer with the Arkansas State Police on a charge of Public Intoxication.
